The team will not try to make it available in the country that was having very strict regulation. That will put the users into the big risk by dealing with civic app.

I don't know either, what I know is because my country can't access the CIVIC wallet that's why I forgot it, I don't know whether their plan is to open some of the countries on the backlist to get their wallet services or not, hopefully there is good news about this issue
