I had an error of the same kind. Couldn't compile it for ubuntu either.

are you sure it's 9771 ? i mined about 150 coins with port 9772 with below config (7970)

cgminer --scrypt -o 127.0.0.1:9772 -u jnkcoin -p x --thread-concurrency 8192 --worksize 256 -g 2 -I 13 --lookup-gap 2 --shaders 2048 -s 5 --expiry 5 --queue 0

This depends on your computing power, I think.

Indeed it does.

Hopefully I'll get some blocks, p2pool mining seems too slow for 1.3 difficulty.

You're right, rpc port is 9772.
9771 is the p2p port.

why does my install of the client/wallet never sync with the network? I left it open all evening and still nothing, wanted to do some solo mining....
I've done this before with other coins so setting up the conf file is not new to me.

You can use addnode in config file, check message #170 or around. This question has been answered multiple times.
