no i think you must store your neo on a Wallet not on a Exchange to get Gas.
i use the "Neon" Wallet from the official Site. It Works Fine.

 Is it safe to use the private keys from the old Antshares pc wallet on the new Neon wallet or is it best to create a new wallet and transfer into it?

Just use your old wallet and private key. It's safe and works just fine. Only have to download Neo wallet from NEO github.
