Have you tried the link from the readme text file of the onion desktop client?

having conf file issue in place is trivial.... and is suppose to solve the issue immediatly
as for other wallets. In that case, that does not help.... neither numerous other things I tried.
- filewall is ok
- conf file is ok
- ABLE to navigate with TOR browser
- re-installed 4 times
- ...
it seems that I am part of the 0.000001% of unexplained issue LOL!

OK - I think I'm chatting with you in the DO forum, this would be a good way to troubleshoot if its your PC setup, or your network.
Do you have a second PC that you could test the wallet on? If it works on it, then we know its the PC. If it doesn't, then its 100% network related. Also, did you try what I suggested earlier? Direct connection to modem with the firewall disabled?
I answered directly in DeepOnion forum those question about direct connection (not possible, no entry for direct connection on the rooter).
AS per another computer, I tried another one.... and after a few hours, also NOT getting connections.... but I also did not test some other
things as the firewall on this case (in case, the app would not have been added to be authorized)
As for disabling the firewall, it did not help either.... ;-(
