Said rate is the rate announced and it is independent of ETH valuation. Please be reminded that ETH may be valued now against fiat with a value of X and the next minute it might have a value of Y and realistically it's not possible to keep switching rates according to this.

Yes, Already I am planing to invest this program. Read out the white paper, I guess this will go to upto 5$. So, contribution into BANKEX ICO surely worth. Thus, I am happy with the team and performance.

Soft cap is 20 000 ETH, which has been accomplished. Retail hard cap is 160 000 ETH. These have been set with the end goal in mind so the best answer to your question is yes, it can be done with this money.
