Yes, quick sync is available for raspberry and docker and the file can also be used for your windows wallet:

FYI new feature coming called Quick Sync for both Pi and Docker and can be done manually for the desktop QT wallets. A fresh copy of the Neblio blockchain is now uploaded every night at midnight to https://github.com/NeblioTeam/neblio-blockchain-data. Docker and Pi will by default download the blockchain data from github on their first install, extract it to your neblio data directory, and then sync up the remaining few hours. This should result in near-instant syncing. Users can also download the data themselves and extract it manually for the desktop QT wallets to boost syncing."
