Did you read the thread title? The ICO has already ended including bounty campaign for early supporters. There's no need to replace it into something. You can buy on DEX exchange if you want some tokens.

I am new here, but from my readings, l understood that some of main functionalites of dex is done central, e.g. order maching, if this is true then it could be shut down by any government simply by filtering its server.

That's partly true.

Any node can run matcher, so basically you would have to connect DEX to another node.

Right now, only the Waves team can do that but in the future anyone can run an exchange on his own node, through the API.

A huge potential, a solid and professional team, many implemented projects... and unfortunately weak marketing.
This is probably the source of such a low price. But this is only a benefit for investors, you can buy a lot of coins and keep them in the long term.
