Obviously blockchain progresses because of changes made by segwit and eventually bitcoin increases with it. The two chains on offer do not really mean someone will carry all the load but will be distributed unevenly but in parts. This can reduce the difficulty if the miners got distributed and it will be easier on the cost as well.
