Depends on how you define circulation. As you can see on the UTRUST ICO page 50 million tokens will be held by UTRUST and diluted (sold I guess) at a rate of 2% per year for 5 years. 100 million tokens are sold to private investors with 1 year vesting, I suppose they either do not get the tokens until next year or they are not able to move them from their wallets. In a way those tokens are not circulating.
