You're right... 1-in-20,833 is equivalent to the 0.0048% chance above.

If you assume that a similar run never happened in his other 27,000 rolls, then yes, it's reasonable that a 1-in-20833 event would happen roughly once in 27,000 rolls. Not actually accusing anyone of a conspiracy, hence the wink face above.  :-D
