Not at all, it's a misunderstanding : reward is now 50% of what it was 1 year before (you can look at view posts before, this is the block #1, reward was 95.37 ), as we reach 50% of the total emission, next year, it'll be half of what we get today and we will reach 75% of the total emission.

Reward decrease slowly, following the original emission curve (refer to https://www.ird.cash/specifications or whitepaper :  https://www.ird.cash/whitepaper)

Here is the theoretical block reward curve :

"Transaction is too big" is about size in bytes, not in IRD.

Meaning?

This error occurs when the size of the tx in bytes is too big, not the amount 'size'.
The tx size depends of the amount :-) but also the decimals, the mixin, the median block size and what is already on the mem pool (pending tx waiting for a block). Also, if you already have pendings tx in the mempool, you have to wait the next block for them to be purged and give room for nexts.
