No, they didn't decrease the bounty pool. There has been some miscommunication, but the bounty pool is 3% of total supply and as you can read in a post in the main thread the percentage allocation of the bounty pool for each single bounty will remain as provided in the bounty thread announcement. The OPEN team confirmed it.
