Yes, they have KYC (you must have photo of your passport and photo with your passport together). And pre-sale also live right now.

yea, I joined 2 weeks ago without problem too, but now group disappear from my telegram groups list and when I want to join again I get only "Sorry, this group is not accessible."

It's a risk, but you don't know how it will turn out on the exchanges.  They introduced 'Proof of HODL' to encourage people to hold their coins from pre-sale instead on dumping.  I didn't manage to get in on the pre-sale so I'm just waiting on the exchanges, even if the price is more than Tier 4 it doesn't really matter as I should have made some gains on my other cryptos anyways.

Just a handful of people got a the full 100% Bonus. Most people got mixed tiers (1,2 and 3) and furthermore most presale people buyed additional Tier 4 Tokens. 9 0f the 20Mio sold Tokens where Tier 4 Tokens. So most people got a bonus in a range of 20-50%. 11 Mio left for the Crowdsale for more then 10000 Crowdsale Participants. There will be a high demand after the ICO because many people will not get into the Crowdsale and also Chinese,US and Canadians couldnt participate...

It looked at one point that Hard Cap would be reach in seconds and it did not. I guess the bonuses and their allocation (which isn't clear) could be one of the reasons. Still some icos can only dream about gathering as much as Quanstamp already got. Crossing fingers.

The idea is to launch generosity, if more than 80,000 ETH have already been assembled in fact, which is enough for the implementation of the project! As for the hard cap, I can not say with certainty that they will receive it, but in fact they have already collected very well!
