They mentioned in the signature that the ICO is going to start on DEC 8th, I think people are waiting for this ICO to buy the signal Token. Previously they want to extend the ICO because of the company registration and doing the ICO in a legal way.

They also want to improve and prepare their beta platform before open crowdsale. Beside that, with this delay made this project avoid the hard fork of Bitcoin in August and November, they are really the devs team have a far look and keep safe their project.
