Sure. It depends on the nature of the job. If it's a job that doesn't require physical presence - like tutoring, training, writing, coding, and graphic design - you can engage each through smart contract from any geographical location

A closed source project has no place on the blockchain On point. From what I've seen of freelancing platform, they are very centralized with closed management. I was wondering if it's the same with yours too
