I think it's Singapore. They have many policies for starting a business, they are not strict with cryptocurrency.

If you want to create your own ico, I think you need to consult a lawyer, it is going to be very difficult for you to get a good advice about laws and taxes that you need to pay in a public forum, the best idea is to hire a lawyer or maybe even a team of lawyers, if you are a developer maybe you have some other friends that have created their own coins and you could talk to them as well.

I think it's Germany and Japan. Since I have heard information they accept crypto as a property and product of finance and commerce. But there are discussions about the tax laws being introduced. Of course, if it is a bond for purity.
