Depends if you are looking for short term or long term investments. For short term I can't really give you a good advice (and I don't think anyone can actually) but for long term it sure is a good time to buy. Yes there will be dips but in a year from now BTC will double or triple itself if you ask me.

This strategy is not good one. You cannot wait price to come down to certain level, you may need to learn how to be flexiable. What is price jumps from here to 18K, what will you do ? In my opinion it looks very difficult to come down to 10K from the current level.

Wait for what? You are just gping to waste another opportunity because of your waiting everytime just invest now and then wait for it to pump.
