I don't really know the laws in such country mention but I would love to hear from the team on which country this card is not available.

There is not even a whitepaper if you check their site "coming soon". Why would someone start a private/pre-sale without backed by a strong whitepaper to support the concept being implemented?

Would suggest to stay away and have a watch until all things are clear from their side.

Off course original project always is few steps ahead in market moves when it comes up with something new which has not been seen or used before. There will be many copycat projects but Fuzex Card will be dominating as it was presented in front of thousands of people in Miami. It will be interesting experience to use this kind of card for the first time.

If you are short of budget, it might be a good thing to wait for FuzeX in the market. But just try to join some bounty campaign . Don't waste your time, because this project is one of the most potential projects in my analysis
