I think that your statement might be incorrect if not totally wrong, as cameras and hardware are the most important part of this concept.
You need talent, knowledge and a computer to write software.
IP cameras still have to be used for test, but these are not big costs for such capital that they have already collected from ICO.
Now, only wisely spend money, on good specialists in their fields and the appropriate managerial staff to supervise the project.

ahm... show me please one ICO that can proof the sale of their tokens or the tracking on their website. You can always manipulate the numbers. What we need is regulations.
