There are always exceptions to the rule, but in general that is how it is supposed to work. There are a few other factors that play a role though, too.

Are you joking? Without big exchanges, where the main liquidity, the project price will not be supported. Investors and users will stop believing in the project, and it will not be able to develop. Then the coin will be doomed to failure.

ICOs was postponed, stretched, but this did not help much. Thus, in order to survive, they are compelled to save money. Listing on big exchanges 5-20 BTC. I hope this situation is already changing. The prices of crypto coins really declined. But no rules have changed.
