Well, I synched my wallet up and guess what I found?  Someone must have said "forked" before it actually forked, maybe that's a way of cheating the system?  It shows I was given my 4 LCC (I didn't have much litecoin in the wallet), and then it shows me sending the LCC to the exchanges. 
But that's what I did with my LTC, this was the first time I saw any LCC.   Really have to make sure you know it's forked before if you try to sell too fast you'll lose the chance next time.

try opening port 62458 in your router / firewall

Probably that did the trick. Took some time though to recognize that the port is open.
Or running as admin did the trick.
Or reinstalling.
Or reinstalling the x32 instead of the x64.

Contact Coinbase support :  Demand they release your LCC and also ask them to add the trading pair LCC/BTC.

i'm fully downloaded and up to date... oh... -is that what the peers are for? to download the blockchain? in that case, it would make sense to have zero connections, since no need to get synched... -or am i talking nonsense?
