Yeah it becomes underlined/dotted. Look at your edited post and compare it to another one. If you hover over it a question mark will appear and tell you when it was last edited.

You would have to be a Member to be able to join this campaign. At the moment you are still a Newbie, so it will take you a couple of months before you can join.

EDIT: Members have 60 activity, and activity increases by 14 every 2 weeks.
