The only thing we need to explain is that it is not really about changing the whole system, cause as you rightly said it is impossible! It is all about implementing new legislative acts into the existing legislation system! That's also challenging but quite achievable! Wait and see)

This control should be very soft, to not restrict decentralized system. The legislation should be comfortable for business and as well clear for the government

Even if the whole system will be changed ultimately, there needs to be a phase of transition. And that means to first work together with what we have while making the new part of the system dominant over time.
