It depends on how good the project is. I personally prefer buying when coin is available in an exchange, most ICO has no assurance wether will be released in the market or not. Most ICO also has higher price during ICO than in tge exchange, which is not really supposed to happen. If you are to invest in an ICO, take a lot of reading and also choose a project having good team and larger community.

Whether the coin have lower price in the exchange compared to when initial coin offering or not depends entirely on the coin itself, buyers judging whether it's a good coin or not by seeing whether the project progressing so well or just merely a money grabber.
As I see, a really good project tend to have its coin value higher so many times than the price in ICO, if you happen to be lucky enough to found one and invested into it, rest assured, you're going to be rich.
