Yeah it's really risky to buy during the ICO since nobody really knows what will happen if their coin goes live. If the coin do get sold out in minutes there will be a chance that the price will still be below after the ICO.

It depends on the market. If the market is falling, then it's better to buy after ICO, when the token will go to the stock exchange. And if the market is growing, then it may turn out that the token will be released to the stock exchange and will be worth more than the ICO.

In 2016-2017 it was better to buy at the ICO.  Now it's better to buy at market as teh price usually tanks.  Another thing is you do not have to give your identity in a KYC if you buy at market.  I will never send personal documents over the internet so the new trend is working out for me at this moment.

There are different situations. In some projects, it is better to buy tokens on ICO because of bonuses, in some it is better to wait for listing on the exchange and buy at a price cheaper than on ICO.
