Everything depends on the project, there are different situations. At the moment, I certainly would advise you to pick up coins just after they enter the market, because the price will immediately start to fall because of the shortage of investors in the market.

Prior before now buying during ICO is better but right now i will advice anyone close to me or even my enemy to purchase in an exchange. Atleast 1hr after listing then swing trade with it and make good profit within couple of minutes.

Currently there are many ICOs that fail or are not in line with expectations, so in my opinion it is better to buy coins on the market especially when the market is low so it would be better if you buy them now. I'm sure holding it now will be very profitable at a time.

As for me, I try to participate in ICOs which do not organize Bounty campaigns in order to avoid the price dump from Bounty hunters. Even in this case, the price usually drops lower than ICO price, so it is a good idea to buy tokens after hitting the exchanges.
