Of course working product is very crucial when you want to starts an ICO project. That is the most important thing I look when I want to invest in ICOs, I do not invest in projects that dont have their working products, looks like they are just selling their ideas/whitepaper.

For sure the product u=is really very important for a project especially if the project starts its ICO with MVP and not just kind of idea. But this is not an axiom as the history knows many cases when ICOs without products have collected much more funds and get much more attention than the ones with the implemented products.
