At this time more and more ICO who failed because of perfunctory just made because just want to get money easily from there.
Then there are many ICO scams that are very detrimental to investors so they are traumatized to invest in ICO.
So overall the current ICO quality is getting worse.

The time is really great for ICO to start. Currently the price of cryptos are low. By the time the ICO collects money, the price would soar and hence provide large bonus for ICO at the time of cashout. Increasing it's profitability which in return increasing the profit of investors.

So far it does not look like a bad year as a lot of icos have come and gone and even more are coming out. If it wasn't a good year for icos then we would be seeing a decrease in the number of icos that are being created and pushed into the market. 2018 is a good year for cryptos regardless of the bear market and all of that, prices are still very high and people are still making money.

Even though some ICO's are reported of being failed but it is not the reason that it will lost our trust into crypto. We just be positive, instead of having worries of the possible losing from them. It could only add uncertainty to the community if we think on the opposite side.

Sincerely speaking I don't know whether to call it bad or good year for ICO yet but there are lots of up and down in the market but the year as not come to an end yet, so it's not good to conclude yet I will wait till the end of the year before deciding

I dont think now for ICO this year is bad , its  ok that from the beginning of this year market turned strong bearish zone so every coins dumped heavily, almost all coins dumped 70-80% from their ATH so most ICO coins also dumped. How can we decide that remaining year will also bearish. I think after this month and starting of June market will come back again in bullish zone and all coins will make new ATH also. And in this time most ICO will also get benefit to get listed higher compare to their ICO price. So ICO will success or not that also depends on market sentiment. So its better to wait for 1-2 monthn to invest in ICO.
