If they are new to Bitcoin then there are more chances that they will react to every news that they can read about Cryptocurrency regardless if its negative or positive news. Worst move they can do is to sell their coins in fear of price to go down further. Most of those countries are banning are failed to regulate the bitcoin transactions and they are worried they are losing tax money on these investments and also worried that this money may be used for illegal purpose. But old investors are not worried about this news because they know that all these issues are for temporary and its prices will again go up. Yea, most of the ones that bought dueing the price hike between $18,000- $20,000 are the ones who sold their coins when the dip started. you are witnessing two different things, try not to confuse them together.
first one is the speculation of a price drop so traders sell their coins with that in mind. for example when you see signs of a drop and catch a big dump in its early stages with the huge amount of FUD in the media, as a trader you want to sell fast to be able to buy the bottom with the money and make a profit.

I think that there is no need to panic if bitcoin makes another bear market as this is usually what happens in the crypto market from time to time. It's normal to see the price goes down and we don't know the real reason, but look at the old price chart of bitcoin if you compare them with the current price graph it's different and the price still not drop.
