This sounds like pretty reasonable balance between passive and active aggression. Cheap spotlight aimed at his smoking spot. Hear a cough, turn light on. No more cough, turn light off.

If he asks, tell him it's sound-activated to keep away burglars. He'll probably be too stoned to figure out why that's BS.

I think lights is probably the best idea, it also can genuinely increase safety.

We already have quite sensitive garden/"burglar" lights and they are activated every time he paces about. Save for installing a giant motion-tracked floodlight, this wouldn't help. Hanging out of the window and firing a waterpistol every time he sparks up might make him go somewhere else. The idiot has just started driving lessons as well, so I hope he isn't getting high before driving less I will be calling the police.

I'd like to think we live in a society where petty quibbles can be sorted amicably, especially when ones actions are causing distress or harm to somebody else, but if not, then the law will have to be used. I'll be honest, I was going to avoid this thread but after seeing a number of cases in the UK of those parents who just totally wrecked their kids lives or killed them I'd at least just call the police to come and check it out doesn't have to be a complaint or anything but if there's a kid crying constantly and stuff then something doesn't seem right. You don't want to be one of those neighbours who just assumed their neighbours were normal only to find there's a dead child in the house weeks later after the drug addict had finally had enough :S.

Granted, I'm assuming the worse here but the guy sounds like he needs help never mind the smoking weed at 3:00am, I've been depressed lately because of the stupid news reports again >_>.

He quite clearly does have a problem. I've known fulltime stoners who don't need to smoke every 2-4 hours. He doesn't abuse the kid from what I can hear, but he does ask if she "wants a slap?" or tells her to "shut the fuck up" quite often. He really is a chav waste of space.
