Chinese exchanges moved to other countries if you haven't heard. For instance Huobi is now located in Singapore. They still belong to the Chinese, just aren't registered in China because of the government's stance. So, many Chinese own and trade BTC on a daily basis, even in China. They just can't do it officially.
I'm not an American citizen, but I can shop in America online and have the product shipped to my house. The governent ban means you can't run a company within the country, but it doesn't mean you can't own BTC.

But current situation is many FUD that several exchange got hacked, so the price slightly decrease because of correction.
But the price is already relatively stable and ready for increasing again.
