Does that mean that mining never stops, since every block after 600k gives 10k DOGE?  If so, how is there a "max coins" of 100B?

It's not online. They are waiting for BitWasp-team to update the BitWasp payment engine/system.
So they/their devs doesn't have to patch in altcoin support (for DOGE) twice.
