It was good for the ones holding Doge for a long time but for me like I said I mainly use it for cheaper fees.

TikTok did create a little bit FOMO on $DOGE which resulted in pump & dump but I agree even without the help of TikTok DOGE coin could have rose as it did many times before.

Yes, you are right, people who bought the Doge coin at 22 sats has already made a very good profit with the recent recovery of Doge coin, I don't know exactly how much percentage they made but based on the chart they made very huge amount people who bought at low prices.
