There's no reason for it to go down, if the hashrate stays constant. A block right now takes 4 minutes on average, when it should be 10 minutes.

Can't be, the current block time is about 4 minutes.  The block time needs to be 10 minutes. So the diff should go up.

Some plan I've done:
1.   Giveaways – to add adopter to the facebook and twitter pages. +over reasons - 3-4 persons
2.     Adding to exchanges -1-2 persons
3.   Facebook page – for news -1-2 persons
4.   Twitter page – for news -1-2 persons
5.   Forum(dogcoin has its own forum doges.org) - we need programmer who can make it. And 2-3 guys to post news there and control the forum.
6.   Subreddit(I do not know what it it, but one guy told me that we need promotion there) - anyone who know what it is should control this part of the plan.
7.   News at websites, blogs - anyone who can connect with webmasters, bloggers.
