After fork time : 4 of July 2018 12:00 -18:00 UTC, Is the claim needed ? or exereum (EXM) will be automatically distributed to ethereum (ETH) holders after the snapshot occurs ?

Yes it will be as mentioned in OP they will make exact copy of the ETH blockchain on giving time frame. I think this is interesting plan to get some tokens for free and if they will get succeed to deliver than it will be win win situation.
