Ironically enough, currently a flash USD deposit into Gox would be an instant road to riches, as also others have explained:

For $1000 you get goxBTC3.0, which you can sell for BTC2.1, valued at $1300 or more.

Yes this is correct. I was like, wait I still have some fiat on Gox! Buy cheap coins convert to real bitcoins and cash out. Money safely out of Goxhole and made some profit!  

EDIT: I had a USD wire transfer pending which I cancelled when I saw this opportunity. Anyone else that has pending USD withdrawals should think about trying to cancel them and cash out this way. Support was *very fast* to cancel the pending USD transfer and credit money to my account. This happened within 10 minutes of me submitting a ticket. I find this amazing considering I had to go back and forth multiple times just to ask for and confirm an attempted 5% fee USD withdrawal (which was at 2 weeks and still waiting).

Can someone clarify what these quotes prices refer to?  If someone says "selling gox at 70%" does that mean 70% of the already-low gox price?  Or that they are asking for 7 real btc for 10 goxbtc?
