What you said is true , but if look universally, we can not say that all the bounty hunters are so. Some bounty hunters also do not accept doing this because of the fear of scams.

I have a large community and have a team to analyze an ico, if it is promising, we invest and this becomes a reference to increase the belief that not all ico scams and fail. but not all ico success in the market is a difficult thing to predict.

i think mostly no, cause if look on spreadsheet - about 5000-6000 hunters in an average project and min investment 0.5 eth. Many projects
get the softcap if it was so.
