I think that if you are new exchange than you need to possess new users what might be hard knowing that there are more than 100  exchanges.

You wont have smaller spread than others
You wont have deeper market than others
You wont have better reputation than others

Thats why noone will daytrade or trade actively on your exchange without masses. And masses wont come to your exchange to exchange eth to btc. Beacause in every possible way there are better exchanges to do it. You need to fallow ICOs and add coins from there. Coins that are nowhere else. Users will have to come to you to trade them. Thats how you will gain new users. Forget about KYC (you will lose 80% on new users instantly - noone want to sen ID to exchange without reputation) and set low as possible bitcoin and etherum withdrawal fees. Launch your token and reward users for trading by it or by holding it. Be creative. It will be hard to possess enought users to gain daytraders and traders. But if you will have them than you can ask what pairs we like to trade. Without masses noone will go trade on exchanges with high spread, shallow market and with no reputation.

I personally check out 3 of the major pairs use for trading which are BTC, USD and ETH with all the possible combinations included.
Most of the times people trade on BTC-USD and Altcoin-BTC pairs as it is generally done by most of the crypto traders.
Keeping the other pairs will give the trader more options but make sure not to miss the above pairs with every combinations.

For me, the golden pair has always been ETH and Bitcoin and I have my own reasons and logic behind that. That fact that Bitcoin and ETH is my golden pair in crypto is because both are the top coins in the market. There are two that I really really love. One is bitcoin-bnb the binance coin because it really has a purpose, most coins do not have any reason to be out and has no usage at all, binance has a usage it is the coin for binance exchange and allows people to get lesser trading fee's and thanks to that we can safely purchase bnb and feel at ease because there will be people using bnb to pay their trading fee's everyday all day constantly.

I agree that ETH and USDT are two MUST BE coins for an exchange. Bitcoin should probably be available as well, especially if your exchange will be oriented on well established top cryptos rather than new tokens entering the market. But, if you take some new coin, which is being backed by some good project then trading it will be very much easier as it will be having uptrend for sure.

The market is down, its good to trade on other alts, though having some trial and error on what to trade among new coins listed in different exchanges.

When the market is down, the truth is you cannot any pair with confident. Because, almost all the trading strategies are getting failed now a days hence staying away from the market is highly suggested as of now to secure our capital. I didnt know that a volume can also be faked ? But only if an exchange is shady .  binance and other leading exchanges wont do these kind of tricks because they are totally legit .

In my opinion there is no best partner, because prices always change at any time, depending on current market conditions. Stable coins are not safe as a trading pair in my opinion and there are flows in their system after the hacks happened months ago. BNB coin is a main coin in Binance but this coin is special exception in my opinion.

For now btc-doge can be a good choice. There is a highly possibility to make profit from btc-doge pair. I am trying to trading on this pair several days and it is working fine to me.
