I think you can complain to the authorities like police since stealing something which is not your's is a fraud and you cab sue him/her. 
Another thing you can also complain for tge support services of the electronic wallet that your btc was held.
And you think what you say is useful or not, I don't think police and law and security organizations can help you with these problems because bitcoin is probably not a legitimate asset in countries and of course, when it's stolen, the government won't help you, that's not their problem, that's your problem. And even if countries accept bitcoin as a legitimate asset, your complaint is still useless and cannot help you regain assets because the system and features from bitcoin are so special, organizations and countries still haven't found a solution to manage and control it.

Maybe the police can help you, I mean, really, if you have a large number of stolen Bitcoins, then this can be seen as a huge amount of property theft, which will cause the police to pay attention.
But there is a premise that you must first prove that the stolen address is your own,if you didn't sign it, it seems hard to prove it.

Im not familiar with zebpay ,if it has no passphrase then its not in your total control ,its just an online wallet but if does have private key then you might have been hacked through phishing or someone very close to you got your key

There is nothing you can do when your wallet has been hacked by hackers, and BTC has been sent to another wallet
for my advice, if you want to save BTC, make sure you adjust it to your abilities
if you can save your own bitcoin, and believe in your ability to hide your private key and password, it is highly recommended to save it in your personal wallet
but you don't feel confident, so you can use wallet exchange as an alternative in saving BTC

Hi Friends, actually one of my BTC address from Zebpay account having almost 0.01550 BTC has been hacked and the amount has been stolen just few days ago. The amount was not quite big for me, but i really fear about the security of holding the BTC in exchanges and now even in wallets.

I Just want to know is there any ways i can get back my BTC back to my account and also is there any website or authority who can help me out in getting back my stolen BTC, let me know about it. Also let me know what safety measurement should i take while holding my BTC in Exchanges. Thanks in advance.

bitcoin is anti state, dont expect to get state/bank funded police to protect you

can not appeal to anyone, because when you submit a refund to the wallet, definitely will not get it instead. this is what is still weak from the crypto industry, which is that protection against users is not high enough against theft.

Never could we do after your bitcoin has been stolen because we do not know how to complain and take back our balance,  you have focus and make new account and always added new security at your wallet.

Of course you can do something . you can make a scam accuse thread on this forum or on this link  https://bitcointalk.org/index.php?board=83.0 . as long as you have all the evidence and the exact details from your transaction  , your thread can gain supoort  from the users here .  they may even help you recover your coins if ever you are too lucky enough  . 

you have focus and make new account and always added new security at your wallet.

Theres no need to create a new account .  what you must do is enable the 2fa and otp or any other extra security add ons and make sure to bookmark only the official url of your wallet if you are using an online one  .  last tip , always double check on what you are copying and pasting to ensure that it is the correct wallet addresses .

If that's an exchange wallet you can try to contact their support. Maybe they can help by telling what happened, but I don't think they can give back your coins. Always remember that hot wallets or online wallets are not safe. Better invest in a hard wallet. I think they are cheaper nowadays. Old models still work quite well.

Hm unfortunately there is no much you can do. Many people had their accounts hacked and sometimes people lost their assets directly on world-wide knows exchanges. Crypto is not recognized everywhere so there is no institution where you can complain for the loss.

I'm afraid that no one could help you out. In a certain thing that your account have been hack by other person and take control on it,  it surely your money will loss forever. 
And you can't track them either cause we don't know it's identity. All you have to do now is to move on and take good care of your wallet keys so it won't be happen to again and even to us.

I don't think you can don something about it. If your balance is already empty, then the hacker maybe already sent your coin to their wallet.
If you using exchange wallet, you should have 2fa protection to avoid withdrawal by non-authorize peoples if they hacked your account.

Well unfortunately no one can help you to get your funds back or you can not report this to anyone. Charge to the experience add more security on your account like 2fa and i don't recommend storing huge amount of BTC on your exchange's wallet since this is decentralized and you will never know there might be inside job's on the missing assets.

when your bitcoin is stolen it is very clear that maybe it happened because of your own mistakes that cannot provide very high security for the wallet that you have so that your assets are stolen, whereas for complaints you will never be able to complain to anyone because nobody gives guarantee of assets that you have in cryptocurrency.

Bitcoin is not the same with PayPal or Payza e currency transaction, after you lost your bitcoin you can complain and never could take back your bitcoin, but PayPal it available by using take back our money.

Bitcoin is a decentralized virtual currency that doesn't have any regulatory body regulating it's activities.
So I do not think there are measures in place to recovering stolen funds.
As a matter of fact, once your bitcoin is stolen....count it all loss forever.
