I guess that the buyers would like the fact of not reaching a full amount of hard cap.  It will lead to low supply and KGT token's rarity. So the reaching only half of the hard cap would be a golden mean.

if Kama does not reach hardcap it does create scarcity but does not affect prices because market capitalization is very different and unpredictable. ICO projects that do not achieve softcap are very high risk, if Kama has a target of hardcap of 25 million tokens with a minimum sales of 15 million tokens sold and that will be profitable for investors.
