By "circulation" I meant all mined coins without premine. Of course not all of those coins hit exchange but they are available on the market.

We also need to find a way to make sure that premine is not given to few people with hundreds and thousands of accounts. Is it possible to verify electronic ID via internet by anyone?

How do we know that premine is not distributed mainly between "fake" accounts setup by you? I hope you are an honest person but we still need to control that giveaway process if we want this coin to be successful.
