First of all, DO NOT "buy" followers - this will give you the appearance of a large following, but you will not have actual engagement happening, at least not in any positive-looking proportions.

Secondly, start following people who are interested in your area of focus, and related areas. Start connecting, and engage with their content - like, comment, and/or retweet.

Thirdly, start posting meaningful, interesting, and useful content, and not just about your brand/product/service - but be sure to post on those of course.

Fourthly, in your postings and replies, make good use of hashtags (#keyword/phrase) and Twitter handles (@TwitterUser). Hashtags will help people to find your content when searching for those words or phrases, and twitter handles will give a shoutout to those individuals to whom they belong and will hopefully get their attention - though obviously use discretion. Also, any searches for their twitter handle, should also give mentions, such as yours.

Fifthly, be patient. Getting a good, organically derived audience, in large numbers, usually takes time, good strategy, good content, engagement, etc. along with generally offering something that people want/find interesting.

Also, take note of the best times to engage with your intended audience. Most people have a ton of people they are following, and the content is there and then soon buried by more content. If you want to have better chances of them seeing your content, explore which groups you want to reach more demographically, and hone your tweets to reach them when they are most likely to be on. It can also help to take a look at different Twitter and social media tools that are available, like automatically scheduling tweets, general management of particular aspects of your account, etc. And make sure not to neglect your account and audience, post often and regularly, respond as quickly as possible, etc.

I'm not sure if this will help you, but what I did before is use the hashtag #followforfollowback100% when I'm tweeting nor retweet and surprisingly, I got a lot of followers that of course I immediately follow them back.
I also follow some icos, then follow their followers and got a good result.

Don't try to use bots as it can be easily detected.

I am using plugin for google chrome with that I can follow and unfollow people. I follow suggested users and if they don't follow back I unfollow them and start again from follow.

Some people advise using different third-party applications and stuff like that. I find it not too smart because such activity is noticeable to the Twitter algorithms.

Yeah I advise you same strategy. I follow bounty hunters, airdroppers, blockchain addicts etc. By doing so you may also get more referrer for airdrops. This is exactly the same strategy that I used months ago when I needed certain numbers of followers to participate in some bounties. It worked very well for me as the number of my increased within few weeks. However, I observed that a lot of followers appear to be fake and were not organic enough for the purpose I intended to gain them for. Well, I'm in process of making my followers more organic by engaging people in serious discussions and by sharing useful thoughts.

Several methods have worked with different people but as a caution, you must remove the idea of buying because most times its always full of bots and for the bounty that are serious, Twitter audit tool can do justice by exposing the number of fake followers which bring you back to where you started from.

For me, I had initially struggled with building followers but taking it by the head is opening a new one with crypto related name. This for one gave the purpose of what its about on first look. There after, I changed the wordings to crypto related ones such as #btc, #bitcoin, #ico etc and most importantly is 'follow back' in addition to using a twitter tool that sends message to anyone that follows me by appreciating them and encouraging them to be patient as I will follow back.

What I do is mass-following the followers of others twitter account which have the same target as me.
And also creating content/retweeting and using proper hashtags to the contents
