There will be opportunities every day but catching it is depend on trader's skill and knowledge.  Altcoins is not considered as safe investment and bear market is main reason why alts look so cheap. Investors will come back to grab opportunities after end of bear market in my opinion.

I am agree, right now many good altcoin having cheap price and some coin having price 90% cheaper from highest price. Buying good altcoin with working product will be profitable in near future. Market will recover again because many good news will come in 2019

Everytime the cryptocurrencies is in dip , that is the best time to buy qnd invest from cryptocurrencies , most specially those cryptocurrencies that has a big potential in growth for a long term like the bitcoin and etherium , you can also choose to invest from the top coins in the coinmarketcap. I can say yes it's time for some big altcoins to shine. Just do your own research first and track their use cases. IMO the year 2019 is for great altcoins.

These are literally the best times to buy. If you buy in at lower amounts instead of FOMOing everything you have, there's no need to catch the absolute bottom. This sideways movement makes it very apparent that these are good accumulation levels.

As for Cardano, here my opinion coincides with yours. Stellar in my crypto portfolio I did not include, there are much more interesting projects.

At this time we really need to be more careful in making decisions because there are so many altcoins that have no value after the fall of Crypto prices during 2018 but there are some altcoins that will remain strong and they certainly have good ratings on CMC and I am more likes to invest in altcoins with a rating of 2-20 only because after that ranking still has a big risk.

the right time to buy because of low prices, and use the opportunity to choose Altcoin that is really good and don't choose the wrong one. good coins will make it easier and give you future profits. select a few Altcoin whose movements look good because when the market recovers, a good Altcoin will move quickly.

The market is in dilemma and every coin is available at rock bottom price and if you buy potentially good coins now, you can get good returns in a short span of time in next run up.
