Because some people want money by scaming people and that method and is quite easy, it is very easy in my opinion because the high trend at that time became a lot of new investors who were affected by ICO scammers, they only needed an onepage or whitepaper that was copied and site.

Firstly we must thinking about the market condition right now, Bitcoin and another liquid coin still not on healthy situation.

I agree. The year 2017 was the most scammers make the fake team for ICO's and they use bitcoin to scam big investors so that investors will invest to them not knowing that their capital is really not direct with bitcoin. They just put their money in a person that is not trustworthy.

What you said is the main reason of the more ICO scammers, in simple view, their were lot of ICO scam because this ICO developer know that investors are greedy and when they got nice profit in one ICO so they started to blindly invest in all ICO and scammers started to scam as they saw easy money coming without any much effort.

I think it's simply scam projects that find investors too simple to invest in a project. They see investors greed, and seize the opportunity to create ghost projects to get investors' money

Ico rise in 2017 and the numerous hypes of the etherum Blockchain gave a lot of scammers the chance to create meaningless tokens to take advantage of gullible investors

Fast forward 2019 and you would realize that investors are smarter and fake ico drastically reduced

I think is not scamm.but their project is failed not reached their target of token sale for their fund to be next their project.i think bcause many crypto price on exchange is down and make some investor is afraid to buy some ico project .they scarry about failed project and lose their balance at they choose wrong ico project
