Bitcoin is just an instrument used to buy some other kind of cryptocurrencies. Bitcoin doesn't really help up to increase the market price of such altcoins. SEC couldn't have the power to hold bitcoin as if it can do whatever it can.

I do not see so, although last few days rises of bitcoin leads to the rise of other altcoins but yesterday bitcoin drop back to 3.8 some altcoins are not affected at all. What i suppose is that bitcoin price indeed will have some infulence over altcoins but not 100%.

For some time being it isn't possible for any of the altcoins in the market to go away from the shadow of bitcoin. Bitcoin will influence the Market and if such a trend prevails surely the growth of the alts gets affected.
