Helios protocol is not a scam. There are a lot of other projects that have recently copied the helios name which are absolutely scams. But the helios protocol at https://heliosprotocol.io is not a scam. For a scam to be a scam it must take money from people. Helios Protocol has not taken a cent from anyone anywhere. So it by definition couldn't possibly be a scam if they wanted.
