Yes, truly we can invest anytime but we have to consider the price also, It could be much better to invest when the price is at low as the possible profits we might get is higher that we buy it during bull run. If we are a wise investor, I supposed not to buy during bull run instead to wait for another drop and that's the time to buy. The scenario you just laid out is for short term outlook only. I have read so many times where people keep saying that "all time is good for investment".
Personally, I disagree with that statement, and I believe when you look at it from my prism you will also agree with me.
Take a look at this scenario and judge for yourself.
Mr March is a newbie in cryptosphere and he has $2000 he would want to invest in Cryptocurrency.
He also plan using the $2000 to sort out some financial needs in a months time.
After going through his friends suggestion regarding the coin he should invest on.....he went for April coin.
On checking the market price of April coin, it was discovered that the price is at it's all time high.
The coin was $3 before but $10 now.
Considering he only want to do a month investment.
Will it then be wise to ask him to buy the coin at the present price or wait for the price to fall ?
Do you still believe that all time is good for investment?

I believe that everybody has what works fine with him. But I know there has to be time to learn at any set purpose, instancing trading, which x% mistake will be made. Of course time should be set to learn which gives you enough time to learn how trading are not made, called mistake. There isn't anytime you can't trade. I believe it's easy to choose the coin to invest as there's information they provide and at the same time we can see the feedback of the people regarding the coin, what's more important IMO is the timing, because if the market now is in bull period and price is pumping, then you invested, surely you will loss because it will correct.

The right time to invest is when the market is bearish as you can find good coins which are undervalued at that time.

For short term, basic knowledge of chart and prediction is needed because for there you determine when to enter the market or to sell. Beware that this skill is quite hard especially for beginner, so I suggest play small capital first to learn charting.
