If all other altcoins will continue to strive then it need Ether as a fuel. Hence the idea that any ERC 20 coin can surpass the performance of Ether is laughable since all Erc 20 Coin is a subset of Ether.

ETH owns erc20 all almost all altcoins still runs on erc20 ,what you don't remember is last bullrun when ETH hits 1000$plus that's when all altcoins surge is price , ETH is at 260$ now so don't expect any surge soon and pray that ETH returns to its glory day value and we will all smile.

 Eth doesn't hold the key but rather Bitcoin but nonetheless we shouldn't overlook the fact that Eth is good catch on it's own. Have also observed that rise in Eth doesn't bring about rise in other altcoins but rise in Bitcoin does

The reason for ethereum based token to rise in price when ethereum increases is due to the already placed buy orders against Ethereum.
Most of Ethereum tokens on centralized and decentralized exchange are traded paired with Ethereum. So, they increases in price simultaneously to some extent.

The last few weeks has been good to all ethereum holders. Holders are getting almost twice of their holdings in April of this year. It seems surprising to me that the altcoins are not pushing as many were anticipating. Although ethereum continues  rising in price, the altcoins keeps dropping.

Well for ethereum to hit ATH again its all on bitcoin ,if bitcoin can hit a new all time high like Jan 2018 then all altcoins will start surging in price ,remember that all altcoins start surging after bitcoin hits almost 20k in January 2018

And you ignore 1 thing, that altcoin is not only in the Ethereum network. Even the altcoins running under the Ethereum network have no effect on ETH prices. Like the ONE or BNB tokens some time ago, before the BNB had its own network.
And all altcoins in my opinion influence the movement of bitcoin, so if you want an altcoin to go up then you should expect that bitcoin continues to grow.
