Why not just make a POS coin and use it for your multipools? enough POS mining pools and it will kill off all POW coins..

just make a good coin that rewards it's holders for mining other coins, you wouldn't even need to actively point it at one particular coin.

It's never been built because no one who is actively working to create new systems are not going to build and associate themselves with an attack pool designed to destroy other coins because it's counter-intuitive to your own project and kills credibility.
