They are trying to guarantee their future by transferring young players, but we should not forget that not every player may be good. It is necessary to do good research and observe well. Tosin Adarabioyo, Estevao Willian, Omari Kellyman and Marc Guiu are the three players Chelsea have signed so far. It seems that Todd Boehly and his partners are not discouraged by last season's performance after spending so much. But what's different about this year's transfer is that they are not going for expensive players to avoid sanctions due to the Premier League's financial fair play rules. They are just targeting young and less expensive players. They still have some good players, so I think coach Enzo Maresca is just signing players that will assist in boasting the performance of the club and also serve as reserves since Chelsea will be playing in the Conference League. 

Chelsea are looking to strengthen their squad. Last season we saw very erratic performances from Chelsea players. Chelsea management have given their new coach Enzo Maresca possibly full freedom to strengthen the squad. So Enzo Maresca is adding players to the squad according to his preferences. However, Chelsea are yet to make any expensive transfers. So far, Chelsea have not spent a lot of money to add players to their squad. Chelsea management only spent 19 million to add young midfielder Omari Kellyman to the squad. Hopefully Chelsea management will benefit from this player in the future.

Last season we saw Chelsea's main weakness was their defence. Chelsea were behind because of the poor performance of the defenders. Chelsea conceded 63 goals in 38 matches. Chelsea will definitely need to strengthen their defense next season if they want to stay at the top of the table.
